Kevin DeCorla-Souza

Senior Director, Energy Markets

Kevin conducts project evaluations and market assessments focused on energy security planning and critical energy infrastructure risk assessments.

Kevin is a Senior Director at ICF with more than 18 years of experience in energy markets consulting, including energy economics and policy analysis, energy project evaluations and market assessments, and critical energy infrastructure risk assessment and energy security planning.

Kevin directs multi-disciplinary project teams of economists, engineers, and geologists to analyze energy markets for public and private sector clients, including projects related to U.S. refinery economics, fuel market supply and demand assessments, the economic feasibility of upstream and downstream petroleum and biofuel infrastructure projects, crude oil and petroleum product price assessment and forecasting, and the economic impacts of potential energy policies. Kevin’s work has been used as part of expert witness testimony in a litigation case involving a crude-by-rail operator.

Kevin has extensive experience leading analyses of energy emergency events, directing energy emergency response activities, and developing energy security planning materials for the U.S. Department of Energy (DOE). Kevin is currently working with DOE to develop methodologies, guidebooks, and toolkits to assist states with State Energy Security Plans, including resources related to energy infrastructure risk assessment, risk mitigation, and risk mitigation implementation. Kevin has also worked on projects related to energy security and energy transition with state governments, including California, New York, Florida, Pennsylvania, Michigan, and Hawaii.
